  1. Boil potatoes for 15–18 minutes until very tender. Drain, mash with milk and butter, and cover to keep warm.
  2. Warm oil in a pan. Cook onion, carrot and beef for 8–10 minutes, breaking up the mince until no pink remains.
  3. Stir in tomato paste, thyme, stock and peas. Simmer for 8 minutes until thick; taste and add salt only if needed.
  4. Spoon filling into a baking dish, top with mash and bake at 200°C for 15 minutes until golden and piping hot. Rest before serving.
